Energy Foundation - Senior Director, States and Regions Program

For more than 25 years, Energy Foundation has supported grantees to help educate policymakers and the general public about the benefits of a clean energy economy. Our grantees include business, health, environmental, labor, equity, community, faith, and consumer groups, as well as policy experts, think tanks, universities, and more.

Our comprehensive approach advances energy efficiency and renewable energy in the power, transportation, and buildings sectors. Working together, our Policy and Public Engagement programs focus on developing innovative policies and campaigns to help propel clean energy development in these sectors, while our Strategic Communications Program develops powerful narrative and communications strategies designed to build support for our work regionally and nationwide. Our States and Regions Team is a cross-disciplinary team of policy, communications, and campaign experts dedicated to advancing strong state and regional climate and clean energy policies.

Energy Foundation’s founding office is in San Francisco, CA, with regional offices in Raleigh,

NC; Chicago, IL; Washington, DC; and Las Vegas, NV.



The Senior Director, States and Regions, is a newly created role that will lead the day-to-day management and operation of the Energy Foundation’s (EF’s) States and Regions program, working in coordination with other regionally and San Francisco-based EF colleagues. Reporting to the Vice President, Campaigns, States and Regions, the Senior Director will lead EF’s priority state program, building public support for clean energy and climate policies in states across the U.S.



 Program Oversight and Vision

  • Oversee the day-to-day operation and management of EF’s priority state program.
  • Support program expansion and evolution to increase overall impact, working with program Vice Presidents and Regional Senior Directors.
  • Lead the organizational development of the States and Regions program, including its structure, systems, and management processes.
  • Directly manage 2-4 headquarters staff who support the States and Regions program.


  • Develop and cultivate a culture of planning within the States and Regions program.

Program Operations and Impact

  • Oversee budget and resource allocation across the States and Regions program.
  • Support efforts to systematically drive priority states grantmaking to connect and strengthen strategy and program impact.
  • Act as a liaison between regional offices and senior staff in Operations and Strategic Partnerships to support the work of those offices.
  • Develop metrics and processes for measuring and evaluating impact across the States and Regions program, including carbon and clean energy outcomes, capacity-building outcomes, and program-development metrics.
  • Improve, standardize, and—where warranted—develop new systems, processes, and ways in which we communicate with stakeholders about the program goals, strategies and outcomes, including: (1) funders; (2) EF regional staff, both across regions and between the headquarters and regional teams; and (3) between EF regional teams and state-based consultants and others working on the ground.
  • Oversee development of funder proposals and reports and board presentation materials for the States and Regions program.

Network Development

  • Develop the vision for EF’s role in servicing the network of state clean energy and climate advocates in collaboration with regional teams and Senior Directors; oversee the implementation of the new vision.
  • Bring an orientation to strengthening the collective power and influence of clean energy and climate advocates in state decision-making.
  • Work with headquarters, regional teams, and our Senior Director of Diversity, Equity, and Inclusion to identify opportunities and strategies that expand EF’s equity-focused partnerships.



  • A minimum of 12 years of experience in operations and management, including strategy-setting, culture work, personnel management, project management, and budget management.
  • Extensive experience designing and implementing new systems and processes for a growing organization or company, e.g., strategic planning processes, multi-department or multi-region programs, budget development and tracking systems, and information-sharing systems.
  • Experience in or understanding of the non-profit advocacy sector.
  • Ability to establish rapport and credibility with key internal stakeholders.
  • Strong writing and speaking skills; ability to present complex information in a meaningful way to the EF Board of Directors, funding partners, and staff.
  • Ability to work across functional areas and lead collaborative processes.
  • Collaborative management skills, including close engagement, staff empowerment, and strong listening skills.



Ability to travel 10-12 times a year for 2-3 business days at a time.

The Energy Foundation’s San Francisco office is located at 301 Battery St, 5th Floor, San Francisco, 94111. The office environment is in an office building downtown with some shared workspace, some individual offices, shared kitchen facilities, with moderate noise levels and a collegial atmosphere. On occasion, there are activities or events after work hours.
